Abstract
The implementation of Special Autonomy needs to be seen in one of theregions in Papua, namely Nduga regency, Nduga is one of the districts in papuaprovince with a kenyam capital, before becoming part of the administrative regionof Jayawijaya Regency. This regency was formed on January 4, 2008 based onLaw No. 6 of 2008.However, after being evaluated the infrastructure sectorbecomes one of the sectors that are still late in its development so that it hasimplications for other sectors. The infrastructure sector is currently a sector that isstill minimal in builders, the difficulty of regional access becomes an obstacle tomobilizing the necessary facilities and infrastructure and the second obstacle isthe level of security in Nduga Regency is still not conducive. Minimalinfrastructure including road facilities between regions is still not completed in thebuilding, educational facilities are not adequate, there are still many schools thatare not available for use, health facilities in each district are not adequate andgovernment institutions have not met good standards. This research isqualitatively descriptive using juridical and empirical approaches and selectsseveral informants with purposive sampling and the data sources used are primaryand secondary. This study is entitled Perception of Papuan Students About SpecialAutonomy for Papua Province No. 21 of 2001 on Infrastructure Development inNduga Regency. The results of this study concluded that some research indicatorssuch as Human Resources need to be improved in quality and encouraged so thatinfrastructure development is more intensive and adequate. The budget in generalis good but has not provided significant results. Road infrastructure in some areasof Nduga district is adequate such as government centers and other districts, butthere are still many areas that are still left behind infrastructure. Infrastructure ofincredating investment is still many areas that do not have adequate educationalfacilities. Health infrastructure is minimal.It needs to be improved in terms of quality and quantity. Economicinfrastructure is still a problem in Nduga Regency some suggestions such aspermanent market does not yet exist, semi-permanent market there are 2 (two)pieces and market without buildings only2 (two) pieces. In the conclusion ofresearch in general infrastructure is still a serious problem faced by thecommunity of Nduga Regency, it needs sustainable priority so that the entireregion gets justice in infrastructure.This research shows that national development is one of the steps taken bythe government in the framework of community welfare. As stated in the openingof the 1945 constitution paragraph IV, namely: protecting the entire Indonesiannation and all Indonesian virgins, advancing the general welfare, educating the lifeof the nation and participating in world order based on lasting peace and socialjustice.
