Abstract

The phenomenon of children dropping out of school generally occurs inevery region and is a problem that has never been properly resolved, including inMalang City. Malang, which is known as the city of education, also has manychildren dropping out of school. Based on data obtained by the Malang CityEducation Office, as many as 7,801 children aged 13-15 dropped out of school atthe SMP / MTs level. In order to anticipate the large number of children droppingout of school, the Malang City Government has made policies such as free schoolbuses, exemption from school fees, and BOSDA. Malang City in Malang MayorRegulation Number 52 of 2016 concerning Formation, Position, OrganizationalStructure, Duties and Work Procedures of the Non-Formal Education Unit of theLearning Activity Studio in article 5 point 1 states that through its policy SPNFSKB Malang City has the task of carrying out some of the tasks in the educationand teaching sector on non formal education. Several policies related to non-formal education programs for school dropouts, including equality educationprograms and courses and training. The purpose of this study was to identify anddescribe the program of training for school dropouts in the Non-FormalEducation Unit of the Malang City Learning Activity Center. This research isexpected to be able to contribute in the academic field regarding the study ofscience related to the training program for school dropouts, especially in SPNFSKB Malang. In addition, this research is hoped to be able to contribute to thetheory and thoughts of the author in public administration. This research isexpected to broaden readers' insights about coaching children who drop out ofschool. This research is expected to be useful for agencies / institutions as areference related to social sciences, especially in studying the development ofschool dropouts.This study uses a descriptive method with a qualitative approach. Thisresearch is more of a case study that investigates phenomena in the context of reallife, where the boundaries between the phenomenon and the context are clearlyvisible and where multiple sources of evidence are exploited. The location thatwill be the place for researchers in this study is the Non-Formal Education Unitof the Learning Activity Studio (SPNF SKB) Malang City, East Java Province.Malang City itself is known as the City of Education but based on data obtainedfrom the Malang City Education Office there are 7,801 children aged 13-15 yearswho dropped out of school at the SMP / MTs level, with the reason for choosingthe location in the Non-Formal Education Unit of the City Learning ActivityCenter (SPNF SKB). Malang, East Java Province, this research is expected sothat researchers can directly capture the condition of the object of research, sothat the researcher can see and find phenomena related to the focus of theresearch.From the results of the interview process and observations of documents,the researcher considers that the SPNF SKB Malang City Institute plays animportant role in improving education and in inviting children to return to theeducation pathway in order to create productive people in implementing skillsprograms, this also aims to avoid children from poverty so that children can liveproperly after being able to compete with children who graduate from formalschools with the skills taught in SPNF SKB Malang City. Judging from theprograms that have been implemented SPNF SKB Malang City, it can be seenfrom the success of many students who have graduated from equality educationand the existence of students who have opened businesses independently. Thismeans that the SPNF SKB Malang City is efficient in carrying out its duties as aninstitution / institution that educates the nation's life and improves people's lives.
