Abstract

Balekambang Beach has problems in making improvements development. This improvement and development is a problem for Pantai Balekambang due to lack of investors, limited funds, lack of promotion optimal, there are people who do not participate, there are disaster factors nature that affects the environment. Purpose of this study know how to improve the quality of services for Small Industries and Medium (IKM) Malang City and to find out the supporting factors and obstacles in an effort to improve the quality of services for Small Industry and Medium (IKM) Malang City, Balekambang Beach Manager as much as 11 person, Head of Sigonco Village, Trader at Balekambang Beach as many as 1 person, the tourists as many as 1 person. Results of this research The development process certainly requires a role from various parties with various concepts and thoughts in the effort coastal development, the form of participation of each party is of course different therefore the involvement of these parties will increasingly influence the process coastal development the parties involved are not only from the government and the private sector however all visitors are also expected to be involved, in the process including the participation of all parties will certainly have an impact extraordinary and speed up the process of developing Balekambang beach, in participating, of course, requires a discussion to establish togetherness and harmony between the various innovations that are planned in coastal development efforts. This multi-actor participation is especially influential once the support from the government is extraordinary so that there is a forum specifically to discuss Balekambang beach so that the development process which can evoke the charm of the beach in the eyes of the truly tourists implement well.
