Abstract

In the process of writing this thesis, the background of the problem and theresearch concern is the practice of clientelism that is developing in society, in pre-election and post-election. The practice of clientelism that explores the form ofactor relations in policy implementation is very visible these days, especially inthe people of East Manggarai - Komba City. There are many such practices thathave occurred in the process of policy making and policy implementation.This study aims to describe and find out how political actors in theregions, especially East Manggarai - Komba City, are involved in an effort to winPilkada and Pileg contestations by moving the practice of clientelism. So fromthat, this research is useful to provide input to the government and society interms of their relations, especially in the aspect of policy. On the other hand, thisresearch is useful to provide input in the policy implementation process to paymore attention to relationship patterns in society.During the field research process, researchers used qualitative researchmethods. By using this method, researchers get a lot of information about the factsof the field that allows researchers to dig deeper related to the topic being studied.The location of the research studied was in East Manggarai Regency - KombaCity. The location of this research was chosen considering that no research effortshave been made there around this topic. In carrying out field research, the researchinformants selected are people who according to the researcher are very qualifiedand know development information in Komba City.The research, which was conducted by the researcher for about a month,has found many new and interesting facts. First, the spatial planning pattern inEast Manggarai has not been made much effort to serve as a source in terms ofdevelopment. What is interesting is that there is a lot of disobedience to spatialplanning patterns. Second, the governance of implementing infrastructuredevelopment policies is actually controlled by actors who have political relationsand connections with power. As a result, the implementation of development hasnot presented many quality prospects. Third, the pattern of relations betweenpolitical actors and the community in Komba City is even more intense pre-election, compared to post-election.
