Abstract

Talking about poverty will never end, according to BPS 2020, povertyevolution in Indonesia in 2020 has increased from the previous year. This is dueto the emergence of non-natural disasters in the world including Indonesia,namely the Covid-19 outbreak in early 2020. Covid-19 is widespread and growingevery day in a short time. Certainly, community empowerment is needed,especially in preventing Covid-19. Community empowerment is an effort to fostercommunity capacity and awareness in overcoming, protecting, recognizing, andenhancing their welfare and utilizing resources through the establishment ofpolicies, programs, activities. The Covid-19 pandemic has an impact not only onhealth but also on socio-economic conditions. This pandemic is pressing theeconomy from any side, including the economy in the village. Therefore, tominimize the impact of the Covid-19 pandemic on the welfare of ruralcommunities, the Government released several policies, one of which was relatedto the Village Fund Direct Cash Assistance Program. In 2020 a portion of theVillage Fund budget must be diverted for handling covid-19 with the VillageFund BLT program which is regulated in the Regulation of the Minister ofVillages, Development of Disadvantaged Areas and Transmigration Number 6 of2020 concerning Priority for Using Village Funds in 2020. Village Fund DirectCash Assistance is assistance cash to needy families in the village whose sourceof funds is from the Village Fund the purpose is to reduce the economic impactdue to the covid-19 pandemic. Because the village funds that are received by thevillage every year are not immune from the policy of shifting funds.The purpose of this study is to analyze the implementation of the 2020Village Fund Direct Cash Assistance Program and analyze the supporting andinhibiting factors for the successful implementation of the 2020 Village FundDirect Cash Assistance program in Lamongan Village, Arjasa District, SitubondoRegency. The purpose of this research is to provide information and theoriesregarding the implementation of public policy.The research method used in this research is qualitative research throughinterviews with informants, observation, and documentation. The techniques usedfor data analysis were data condensation, data presentation, and concluding. Withthe research location in Lamongan Village, Arjasa District, Situbondo Regency.The results of this study indicate that the implementation of the Village FundDirect Cash Assistance Program in 2020 has been running well, fluent and orderlythat suitable with the priority for the use of village funds stipulated in the VillageMinisterial Regulation, Development of Disadvantaged Areas and TransmigrationNumber 6 of 2020, but in the implementation found several problems related tothe existence of dishonesty in the community in filling in Participatory PopulationAnalysis (AKP) data and the number of BLT Dana Desa recipients of more thanone Family Card (KK) as well as delays in the distribution of Village Fund BLT.
