Abstract

Based on the Malang city regional number 1 of 2012 concerning buldings where constructing building must be in accordance with administrative requirementas and technical requirements as well as environmentally sound development,and it is necessary to organize and control within the malang city area. However, there are many buildings in malang city. Those who do not have permits, licensing procedur are quite complicated, socialization has not run optimally, this is not very good if you do not have a permit then the building wiil be dismantled and will cause problem. The purpose of this study to find out and analyse how the implementation of bulding permit policy in the office of Manpower,Investment and one stop integrated services ( Disnaker PMPTSP) Malang city and to find out what factors support and hinder the implementation of the building permit polic at the department of manpower, investment and one stop integrated services (Disnaker PMPTSP), as for the usefulness of this research,it isi expected to be able to increase knowledge related to the implementation of bulding permits (IMB) policies in malang city This study used qualitative research methods. The research location is at the department of manpower, investment and one stop integrated services ( Disnaker PMPTSP) Malang city, in obtaining data using interview, observation and documentation techniques, and the selected informants are employess who provide services related to building permits (IMB) and people who take care of building permits (IMB). The results of the study indicate that the implementation of building permit policy (IMB) at the depertment of manpower, investment and one stop service (Disnaker PMPTSP) Malang city, the implementation of the building permit (IMB) policy implemented by the PMPTSP Manpower office has not run optimally when viewed from the application of an online- bassed licensing information sytem abbreviated as “ Si – Izol” where there are still many people who do not know the online- based application and how to use the application. This is due to the lack of socialization from the PMPTSP Manpower office to the community there is a need for socialization to the community and it is necessary to improve and the perfect the application so that it can be used optimally, in the implementation of building permits (IMB) it is influenced by supporting and inhibiting factors as for supporting factors,among others. Supporting factors include the existence of clear and legal regulations and legal basis and the existence of adequate facilities and infrastructure to support the implementation of services in granting building permits (IMB) to people in the city of malang in connecation with the inhibiting factor, namely the lack of public understanding regarding the completeness of the requirementas in managing building permits, it can hinder the implementation of building permits. The IMB issuance process is expected to require socialization to the public regarding good and correct requirements.
