Abstract

The Role of Village Escort in Overseeing Village Funds” is field research conducted in Bocek Village, Karangploso, District of Malang. It aims to analyze and describe the role of the village escort and depict factors supporting and inhibiting the process of overseeing the village funds. As descriptive qualitative research, an empirical method is applied to get data inputs from the sample selected by purposive sampling. Therefore, the data is collected from the primary resource, both from the interviewed informants and field observation. Meanwhile, the secondary data is collected from literature studies and documentation to support the primary data. There are some significant findings that this research gathered and accumulated, such as 1) Preparation; the escorts are involved in planning and discussing the Village Medium Term Development Plan (Rencana Pembangunan Jangka Menengah Desa-RPJMD) that takes place on a village deliberation. However, when it comes to the design plan of priority use of budget, the Author argues that it is still far from expected. 2) Implementation; due to the lack of escorts‟ skills and capabilities, there is a deficiency in implementing community development and empowerment program. 3) Evaluation; the escorts seem to have not well executed the monitoring over the realization of the RPJMD and Village Annual Development Plan or Village Development Work Plan (RKPDesa) since there is inadequate accessibility the escorts live and the village, such as distance and road access. 4) In implementing the program, the village escorts authority is regulated under the No. 6 Regulation of 2014 on Villages and Regulation of the Minister of Rural Development of Disadvantaged Regions and Transmigration No. 3, 2015 concerning Village Assistance. Lastly, 5) Factors that disrupt the process of assisting and overseeing the village in village governance implementation are due to the long process of bureaucracy, limited knowledge and experiences, and lack of village authority cooperation, leading to the lack of transparency among the stakeholders.
