Abstract

Current development especially in technology becomes something that must be followed by individual or institution moreover goverment system in Indonesia in which services are the basics to built bureaucracy between the state and citizens. Therefore it is hoped that it will have reciprocal relationship between citizens and the state for commonweal. Online single submission (OSS) is business license issued by the OSS institution for and on behalf of ministers, heads of instituons, governors, regents or mayors to business players through an intergrated electronic system as regualted in government regulation No. 24, 2018. It is about business license services integrated electronically. The OSS system is aimed to accelerate and increase invesment and help business players more easily both individuals or non-indviduals in facilitating the registration or management of busniess licenses such as environmental permits, building permits, and etc. The type of resaerch is a qualitative descriptive study which is located in the office of mapower, invesment and one stop integrated services in Malang. The data is obtained by interview, documentation, and field observation. Through this data collection proecess, the researcher tried to find data in accordance with the research focus. Based on result of study, the implementation of business license (SIUP) based on online sigle submission (OSS) is carried out under Malang mayor regulation No. 3, 2020 concerning the delegation of license and non-license authoritiies from mayor to the head of manpower, investment, and one stop integrated sevices.
