Abstract

Malang City is one of the regions implementing regional autonomy and continued to try to provide breakthroughs to increase Pendapatan Asli Daerah (PAD) because it is one of the cities that are in demand by immigrant communities and makes Malang City have great potential through local taxes and regional levies. The market service levy is a type of general service levy, the regional levy in the Malang City Regional Regulation Number 3 of 2015 concerning Public Service Retribution. Since the revitalization of the traditional market at the Klojen Market in Malang City has been completed, Klojen Market has become a pilot market and traders have started to question the administration costs for e-retribution payments. Supervision of the withdrawal of market levies at the Klojen Market, Malang City is needed to determine whether or not there are fraudulent activities during the implementation of market service levies at the Klojen Market, Malang City. This study aims to determine how to control market service retribution at Klojen Market, Malang City, and whether there are factors that hinder the supervision of market service retribution. With usefulness as knowledge, insight, and experience regarding the supervision of market service retribution for students, especially the Department of Public Administration. This study uses a qualitative descriptive type. Sources of data used are in the form of interviews with informants which include the Head of the Klojen Market Implementing Unit, the General Administration of Klojen Market, and the Klojen Market Trader in Malang City. Data collection techniques using data reduction, data presentation, and concluding. The results of this study indicate that Klojen Market has implemented market service retribution supervision well. Start from the receipt of the annual evaluation and target market service retribution revenue per month. Direct supervision is carried out by the Head of the Klojen Market Implementing Unit when the Collector carries out the collection of market service fees every day and indirect supervision is carried out by the Market UPT of the Malang City Cooperative, Industry and Trade Office on the results of daily and monthly reports on the collection of market service fees. The obstacles that occur are the price of market service retribution which is considered too expensive and the slow handling of market infrastructure improvements.
