Abstract
The increasing standard demands of the times in the world of education have encouraged the Ministry of Education, Culture in accordance with its duties to try to make the relevance of higher education graduates as a form of fulfilment of the state's goals in the field of education to the government. The MBKM policy creates program innovations that aim to encourage student quality in terms of education by establishing a policy for Higher Education, namely the Free Learning-Free Campus Policy (MBKM) stipulated in the Minister of Education and Culture of the Republic of Indonesia Number 3 of 2020 concerning National Higher Education Standards. The MBKM program was developed as an effort by the state to realize the goals of national education as mandated by Law no. 20 of 2003 Article 1 Paragraph (2) which explains that education must be based on Pancasila and the 1945 Constitution which are rooted in religion, Indonesian national culture and responsive or up to date to changing times. Of course this program has a unique uniqueness when applied to each tertiary institution, both in terms of curriculum development in study programs to its implementation for students as well as regarding the process of implementing the MBKM Policy for the Merdeka Student Exchange Program at Merdeka University Malang based on the Regulation of the Minister of Education and Culture Number 3 of 2020 concerning National Higher Education Standards. Referring to the research objective, namely to analyze and explain the process of implementing the MBKM Policy for the Merdeka Student Exchange Program at Merdeka University Malang by examining aspects of communication, resources, disposition and bureaucratic structure which are the main factors in policy implementation according to Edward III's Policy Implementation Theory. This research is expected to provide useful value to many parties which can be used as a benchmark to what extent this policy is implemented at Merdeka University Malang, both for teaching staff and for students. Qualitative methods were used for this study with the aim of being able to explain descriptively and complexly related to the implementation of the policies studied in this study. This research is located at Merdeka University Malang which is located at Jl Terusan Raya Dieng No 62-64, Kec. Breadfruit - City of Malang - Prov. East Java. The choice of location for this research was based on the urgency of studying the effectiveness of the implementation of the MBKM policy at the Merdeka University of Malang in actively participating in government programs and living up to the slogan 'The Real Merdeka Campus'. The determination of informants in this study used a purposive sampling technique, namely a data collection technique that was determined based on the criteria set by the researcher. Regarding the focus of the research, the sample that was determined to be examined later was the faculty with the most outbound participants or sending the most and fewest students of the Independent Student Exchange (PMM) with clear problems as a representative value of the sample. Referring to the focus of the research, the sample studied was the faculty with the most outbound participants or sending the most Independent Student Exchange (PMM) students, namely the Faculty of Economics and Business, then the Facultyof Information Technology as the faculty with the least number of PMM participating students. Informants specified in this study amounted to 8 people. Based on the results of the study in this study, the implementation of the MBKM policy at Merdeka University Malang which includes 4 aspects resulted in the conclusion that, communication in this case information dissemination emanates from the Central PMM, PT Coordinating Team (PIC PMM), then forwarded to the Faculties and Study Programs both in the form of workshops, meetings or by letter. The two faculties that were sampled, FTI and FEB, did not distribute information or conduct outreach regarding the PMM program to students. Resources are utilized in implementing policies as executors. At the University level in terms of the PT Coordinating Team consisting of 5 people in the team, the supporting facilities are the PPI Rectorate Building Lt.3 Unmer Malang, Postgraduate Auditorium, Merdeka Hall and UNMER Malang car and bus transportation. With regard to the disposition, especially the attitude of the implementer, the PT Coordinating Team was very informative and fast in responding in serving PMM students, starting from registration administration preparations, departure preparations, PMM outbound debriefing, outbound PMM release, inbound PMM reception, to PMM inbound release to drop students to the airport to return to their origins. The relationship pattern in the bureaucratic structure of Merdeka University Malang is carried out in a hierarchical, functional and managed manner. SOPs or special guidelines for the implementation of PMM Unmer Malang legally have not been ratified, so their implementation is guided by the Guidelines and Guidelines from the Central PMM and the Law which is the basis for implementing MBKM.
