Abstract
Community empowerment is a process of self-reliance, improvement, development, and community development through their potential, abilities, and skills. The empowerment process requires the participation of the community itself in realizing it. Community involvement through participation in all activities held by an institution is an important factor in the ongoing empowerment process, keeping in mind that the community is the target of empowerment itself. Village Owned Enterprises (BUMDesa) is a legal entity established by the village to manage business, utilize assets, develop investment and productivity, provide services or other types of business as an effort to prosper the village community. Village Owned Enterprises is also a direct community participation. The determination of the flow of the process of community empowerment through BUMDesa is needed to ensure that community empowerment runs effectively and efficiently. In this case, BUMDesa Makmur Sejati implements a community empowerment process flow consisting of 5 (five) stages, including (socialization, recruitment, data collection, training and coaching, and control). This study aims to describe and analyze how to empower rural communities through the development of Village Owned Enterprises and to describe and analyze the supporting and inhibiting factors in empowering rural communities through the development of Village Owned Enterprises of Makmur Sejati. The purpose of this research is to provide useful knowledge about empowering rural communities through the development of Village-Owned Enterprises as well as being a benchmark in empowering rural communities through the development of Village- Owned Enterprises. This research uses qualitative research methods with a descriptive approach with data collection techniques in the form of interviews, observations, and documentation. The focus of the research is the empowerment of rural communities through the development of Village Owned Enterprises, including: (socialization, recruitment, data collection, training and coaching, and control) which are analyzed using Fujikake's empowerment theory with indicators of success including (participation, expressing opinions, taking action, caring and cooperation, creativity, self-confidence, managerial ability, and satisfaction) and supporting and inhibiting factors for community empowerment through the development of Village-Owned Enterprises. The techniques used in data analysis are data collection, data condensation, data presentation, and conclusions. The research location chosen was according to the title of the thesis, namely "Empowerment of Village Community Through the Development of Village Owned Enterprises (Study in Dalisodo Village, Wagir District, Malang Regency)". The results of this study indicate the community empowerment strategy implemented by BUMDesa Makmur Sejati to determine targets and their achievements, including using the process flow of the BUMDesa Makmur Sejati community empowerment process, namely socialization, recruitment, data collection, training and coaching, and control. Socialization is the initial stage in empowering the Dalisodo Village community as an activity to introduce BUMDesa, explain future goals and programs, and invite people to join BUMDesa. Recruitment is a stage to recruit people who are interested in joining BUMDesa as members. Data collection is the stage of grouping members based on each type of business of BUMDesa members who have been previously recruited. Training and coaching as a stage to provide training and coaching to BUMDesa members based on groups of business types and village communities who want to participate in these activities. Control is the final stage as supervision of community changes after participating in activities from BUMDesa. The flow of the process of empowering the BUMDesa of Makmur Sejati community continues to be implemented in order to empower the people of Dalisodo Village. However, in its implementation there are still problems, such as lack of community participation, limited capital, and financial administration in each type of business that has not been maximized. The above problems must be resolved immediately so as not to interfere with the process of community empowerment.
