Abstract

In implementing the retribution on the extension of the permit to use the cemetery land, there are several problems encountered, such as the reluctance of the heirs to take care of the letter of extension of the permit to use the cemetery land because they may think that the letter is not so important, in addition to the long and complicated process of obtaining the letter, which becomes the main problem in the process of collecting the retribution. In addition, the imposition of this retribution was actually abolished in 2013 on the instruction of the mayor of Malang City at that time. However, in reality, there are many heirs who cannot take care of the renewal of the permit to use the cemetery land themselves, so they ask for help from the caretaker of the cemetery or a service seller at the TPU to take care of the permit and the heirs only provide gasoline money to take care of the renewal of the permit to use the cemetery land. This problem makes researchers interested in examining how the implementation of retribution for the extension of cemetery land use permit and what are the supporting and inhibiting factors for the implementation of retribution for the extension of cemetery land use permit in Malang City. The purpose of this research is to know, analyze and understand the implementation of retribution on cemetery land use permit extension and to know, analyze and understand the supporting and inhibiting factors in the process of implementing retribution on cemetery land use permit extension in Malang city. The usefulness of this research is to provide information and add insight for readers from academia and the general public and contribute to related parties in need, as well as to find out the implementation of retribution for cemetery land use extension permits. The type of research conducted by researchers is descriptive qualitative with the focus of the research, namely implementation, supporting and inhibiting factors. The informants of this research are the head of the Public Cemetery Management UPT of Malang city, the caretaker of TPU Sukun Nasrani, the general administrator of the Public Cemetery Management UPT and the people who take care of the extension of the grave land use permit. The data collection technique is based on observation, interviews and documentation. The research was conducted in June-July 2023, located at the Public Cemetery Management Unit of Malang City. The implementation of the retribution for the extension of the cemetery land use permit has been carried out properly and in accordance with the existing standard operating procedures. In the extension of the cemetery land use permit, there are supporting and inhibiting factors for the implementation process itself. The supporting factor is the lack of awareness of the heirs regarding the importance of the cemetery land use permit extension letter. The inhibiting factoris the lack of socialization carried out by the licensing office. Based on the research that has been conducted, the researcher can conclude that the submission of files and the registration process at TPU Sukun Nasrani is very important in maintaining the accountability, integrity and efficiency of funeral administration. It helps ensure that the data maintained is accurate and that the service recipient is the legal heir. Stages such as the approval of registration by the Head of UPT, the issuance of recommendations by UPT, and the submission of recommendation letters to the Environmental Agency play a crucial role in the process of extending the cemetery land use permit. The submission of the recommendation to the Environmental Agency also confirms the legality of the extension permit. The assignment of a registration number by the Environmental Agency's administrative officer helps maintain order and regularity in the administration of correspondence. The submission of recommendations for the extension of the cemetery land use permit by the Environmental Service to the heirs through the UPT Public Cemetery Management is carried out because the UPT Public Cemetery Management is a technical implementation unit owned by the Environmental Service. This recommendation letter will be used as one of the requirements to obtain a letter of extension of the tomb land use permit from the Licensing Office.
