Abstract

Street vendors are one of the concerns of the government related to the arrangement in accordance with local regulations. more and more social problems in the city such as irregularities, malfunctioning of public facilities and congestion. The purpose of the research is to describe and analyze the development of street vendors in the city of Malang on Jalan Trunjoyo, Klojen District, Malang City. Usefulness of research This research is expected to be able to contribute to local governments in controlling and fostering street vendors. For the author, it can add insight into the development of street vendors. For local governments, it is related to the implementation of a regional regulation, so that the results of this study can be used as a reference in improving performance. Qualitative research method is research that uses analysis that has a complete picture (descriptive) nature of social settings or actual conditions. What is the role of the Malang City Perda and Satpol PP in dealing with controlling street vendors? Miles & Huberman (1992: 16) analysis consists of three streams of concurrent activities: data reduction, data presentation, conclusion drawing/verification. Data condensation refers to the procedures for selecting, centralizing, simplifying abstraction, and transforming data. The mechanism carried out by the association is still relatively smooth, while the task of the Satpol PP is only to carry out its duties by referring to the application of existing regulations/policies. Communication during the development of street vendors carried out by the Paguyuban went smoothly, but for Satpol PP it was not optimal because communication between Satpol PP and PKL was hampered by the lack of associations and socialization. can be categorized in the adequacy of resources when carrying out the guidance carried out by the Satpol PP, it does not rule out the possibility of a shortage, such as the lack of manpower by the Satpol PP. in terms of assistance such as clothing, food, the Satpol PP board did not receive it because they were only law enforcers for material assistance leading to the Social Service, from the government to Satpol PP were given moral assistance such as support for activities. According to the researchers, the disposition or attitude of the government in the implementation of street vendor development activities on Jl Trunojoyo can run smoothly. Special placements made by the government already exist and are available, namely on Jl. Trunojoyo, which is at the back of the park, is a relocation place for street vendors to continue their sales, but the implementation of this policy can only be carried out by part of the street vendors. Regarding the inhibiting factors currently happening to street vendors on Trunojoyo Street, which are related to coaching by the Paguyuban and Satpol PP. as the inhibiting factors are as follows, the lack of assistance from the government in the form of facilities and infrastructure, pick up cars, trash cans around street vendors, grobak for street vendors selling, lack of personnel in controlling and others. So according to the researcher, the implementation of the PKL development activities can be hampered due to the problems that occur.
