Abstract

Poverty has been a problem for a long time and has become a priority in every nation, even the Indonesian nation still has pockets of poverty. According to the BPS, poverty has increased from year to year. -19 in 2020 to date. With the Covid-19 outbreak, the government issued several policies in poverty alleviation through several programs that have been set. One of them is the Village Fund Cash Transfer (BLT), which is one of the government programs, which is also regulated by the village ministry, which is sourced from the Village Fund which is intended for the poor affected by COVID-19. In 2021 BLT Village funds will become a top priority in the use of village funds in order to overcome the impact of covid-19. Priority for using Village Funds is a choice of programs or activities that take precedence over other activity options to be financed with Village Funds as regulated in Regent Regulation Number 3 Malang Regency in 2021 concerning Procedures for Determining and Details of Village Funds in Each Village and Technical Instructions Use of Village Funds for Fiscal Year 2021. Village BLT is a gift in the form of cash to poor and underprivileged families in the Village that comes from village funds to reduce the economic impact due to the COVID-19 pandemic. The BLT was carried out for 12 months starting from January to December, the Government issued a policy through the program trying to alleviate poverty during the COVID-19 pandemic.
The purpose of this study is to describe and analyze the implementation of the Direct Cash Assistance Program and analyze the supporting and inhibiting factors in its implementation in Gondanglegi Kulon Village, Gondanglegi District, Malang Regency. The purpose of this research is to provide ideas and some theories about Public Policy Implementation. conclusion. The research location chosen was according to the thesis title, namely "Implementation of the Cash Direct Assistance Program (Case Study in Gondanglegi Kulon Village, Gondanglegi District, Malang Regency Based on Regent Regulation Number 3 Malang Regency in 2021)".
The results of this study indicate that the implementation of the Direct Cash Assistance Program in Gondanglegi Kulon Village, Gondanglegi District, Malang Regency has been going well, but there are still some problems that occur in its implementation related to the lack of transparency from the village to the community.
