Abstract

The Family Hope Program or commonly called PKH is a program of providing conditional social assistance to poor families who have been registered as Beneficiary Families (KPM). There are 3 (three) main components in the Family Hope Program (PKH), namely the Health Component, the Education Component, and the Social Welfare component. In the implementation of the Family Hope Program (PKH) there are PKH Facilitators who play a direct role in assisting KPM in achieving PKH's goals, namely reducing poverty and inequality, reducing the burden of expenditure and increasing income, and creating behavioral changes and KPM independence in accessing health services, education and social welfare. . The focus of this research is the mechanisms and procedures in carrying out the task of assistants in the process of empowering the poor through the Family Hope Program (PKH), Coordination between parties involved in empowering the poor through the Family Hope Program (PKH), supporting factors and inhibiting factors for the role of facilitators. in empowering the poor through the Family Hope Program (PKH).
This study aims to describe the role of mentors in empowering the poor through the Family Hope Program (PKH) and to describe the supporting factors and inhibiting factors for the role of facilitators in empowering the poor through the Family Hope Program (PKH).
This research uses qualitative research methods with data collection techniques in the form of interviews, observations and documentation. The research informants are the PKH Facilitator in Dalisodo Village who are the main informants and each KPM Chair and PKH member in Dalisodo Village. The technique used in data analysis is using data collection techniques, data condensation, data presentation, and drawing conclusions. The research location chosen was Dalisodo Village, District: Wagir, District: Malang.
The results of the study indicate that the mechanisms and procedures in carrying out mentoring tasks in the process of empowering the poor through PKH are the determination of KPM, Mentoring in which there are Group Meeting programs, Family Capacity Building Meetings (P2K2), Economic Strengthening and the Let's Study Movement. In addition to the mechanism, coordination between the parties involved in empowering the poor through PKH includes the components of PKH, namely school principals who play a role in educational institutions, village midwives who play a role in community health services, village officials who act as public services. Coordination between the parties went well. As for the research, it shows the role of PKH companions, namely as facilitators, mediators, educators and community representatives. In addition, there are supporting factors and inhibiting factors for research. Internal factors that become obstacles in research are that there are still people who do not carry out their obligations as PKH KPM, the community is still dependent on PKH funds and the lack of KPM's ability to reach the graduation or final stage. External factors that become obstacles are information from the center which is often sudden, applications that often have errors.
The conclusion of this study is that PKH assistance in Dalisodo Village has carried out its duties well according to its role. The advice given is to improve efforts to optimize the role of PKH facilitators in Dalisodo Village.
