Abstract

Waste reduction activities mean that all levels of society, including the government, the business world and the wider community, carry out activities to limit waste generation. recycling and reuse of waste or better known as 3R (Reuse, Reduce, Recycle). In accordance with global trends, the waste management system is oriented towards sustainability issues, especially through the incorporation of 3R technology. The purpose of this study is to describe and analyze the application of the Reuse, Reduce and Recycle System in waste management at the Environmental Service, Malang City and to describe and analyze the supports and obstacles to the Application of the Reuse, Reduce and Recycle System in waste management at the Malang City Environmental Service. This type of research is qualitative in nature which is based on the philosophy of postpositivism, used to examine the condition of the natural object of this research located at l. S. Supriyadi No. 38 Malang (a complex with the Sukun Christian Cemetery Office)
The results of this study indicate that human resources are an important factor in helping all the plans that have been arranged with these human resources, one target after another is achieved, the same is true with the Malang city dlh institution and the Malang garbage bank being a determinant of the direction of more effective waste management. this institution also has human resources who are the driving force or initiator in better waste management, so that with adequate and competent human resources, the entire series of 3R-based waste management (reuse, reduce and recycle), by actively involving the community in waste management then indirectly it will reduce the waste population in Malang City, it is important to do so that the community plays an active role in saving the garbage bank in the Sukun City Malang District as an effort to drive a new economy in the midst of society. Community perceptions of waste are an obstacle in encouraging and moving the community in m waste management, seen as a worthless object is a serious problem faced by the government, socialization is given to sub-district agencies, sub-districts and environmental cadres who will convey it directly to agencies that are on a par with the environmental service.
