Abstract

The village has the authority to regulate all government affairs including managing the village's finances. The receipt of large village funds requires the village to be transparent and accountable in managing village finances. The management must be in accordance with the regulations set by the Minister of Home Affairs Regulation 2018 on Village Financial Management. However, the management of village finances is no longer done manually but through the system to avoid acts of abuse that could occur. Therefore, to increase transparency and accountability of the village government in managing village finances. The Financial and Development Supervision Agency (BPKP) together with the Ministry of Home Affairs developed an application called Siskeudes (Village Financial System). This application is aimed at the village government in managing village finances from the planning stage to the accountability stage.
This research aims to describe and analyze the implementation of village financial management through siskeudes application in Pandanrejo Village bumiaji Kota Batu district through the focus of planning, implementation, management, reporting, accountability and supervision of village finances along with supporting factors and obstacles.
This research uses a type of qualitative descriptive research. Data collection techniques are carried out through observation, interviews and documentation. Then processed using data analysis i.e. data reduction, data presentation, and data conclusions. For the determination of informants, researchers used purposive sampling techniques.
The results of the study showed that the Implementation of Village Financial Management Through Siskeudes Application in Pandanrejo Village followed the stages in accordance with Permendagri Number 20 of 2018 and has been going well. The application of Siskeudes is also appropriate, the five stages of management have been covered into the application. Although there are still some obstacles, it does not hinder / interfere during input into the Siskeudes application.
