Abstract

COVID-19 or Coronavirus assessed-19 is a virus that is still troubling the people of Indonesia. Starting from December 31, 2019 to mid-June 2020, the people of Indonesia experienced prolonged suffering caused by the emergence of a new type of infectious disease. In an effort to prevent the spread and transmission of the Covid-19 virus, the Indonesian government created a series of policies to deal with it. It is undeniable that the Covid-19 virus outbreak has had a huge impact on every country, especially Indonesia. One of the negative impacts is the weakening of the country's economy. Because at this time of the pandemic, it forces us to do activities at home, keep our distance, wear masks when leaving the house, and not a few people have lost their jobs due to this pandemic. The above conditions encourage the government to run various programs in order to provide a Social Safety Net (JPS) for residents affected by Covid-19. JPS is a tool used by the government to reduce social impacts due to the crisis. One of the JPS programs currently being run by the Indonesian government during the Covid-19 Pandemic is Cash Social Assistance (BST). The government through the Ministry of Social Affairs (Kemensos) launched the Cash Social Assistance (BST) program for people affected by the Covid-19 outbreak. The BST program is stated in the Provisions of the Minister of Social Affairs of the Republic of Indonesia Number 161 / HUK / 2020 concerning the Implementation of Cash Social Assistance in Handling the Impact of the 2019 Corona Virus Disease (COVID-19) Pandemic in 2021. Where the data on families of beneficiaries of cash social assistance benefits come from: (a) ) Integrated social welfare data, (b) proposals from district/city local governments, (c) other data sources (1) directorate general of social rehabilitation, (2) ministries/non-ministerial government agencies, (3) social welfare institutions, (4) legal community organizations. The provision of BST during the COVID-19 pandemic still reaps many obstacles and questions as to whether the BST program has been implemented properly. And whether the provision of this BST program, the Mronjo village community can be helped and can make good use of this assistance or not.
The purpose of the study was to describe and analyze the Implementation of the Cash Social Assistance Program (BST) in Mronjo Village, Selopuro District, Blitar Regency. The benefit of this research is to provide views and theories about the implementation of public policies through programs and community participation.
The research method used is descriptive qualitative research. techniques used in data collection are interviews, observation and documentation. The techniques used in data analysis are data collection techniques, data reduction techniques, data presentation and conclusions. The research location was chosen according to the thesis title, namely: "Implementation of the Cash Social Assistance Program (BST) in Blitar Regency (A Study in Mronjo Village, Selopuro District based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 161 / HUK / 2020)
The results of this study indicate that the implementation of the Cash Social Assistance Program in Mronjo Village, Selopuro District has been going well, but problems and obstacles are still found in the implementation process
