Abstract

Carrying out the research accompanied by Tommy Hariyanto as Supervisor I and Dwi Suharnoko as Supervisor II. This thesis is entitled Policies for Controlling Street Vendors (Implementation Study on PKL Regulations and Guidance of Street Vendors Perda No. 1 of 2000 on Mergan Markets Based on Perda No. 1 of 2000 in Malang City). In this day and age, every human being wants a good life in his life and has a decent life for prosperity with his family. But in reality it is not as expected. This has become a driving factor for the growth of informal economic activities in various forms. One of the most popular forms in Indonesia is street vendors. The existence of street vendors who are increasingly mushrooming in the city of Malang raises various kinds of problems for the city of Malang itself. Starting from cleanliness, city beauty, traffic jams, and public order.
In the Malang City Regional Apparatus work unit, the one who handles all the problems carried out by the Street Vendors is the Mergan Market Service Officer, by controlling the Street Vendors.
Five who committed violations. The implementation process of controlling street vendors in the city of Malang has not been maximized. Therefore, in this research, the focus of research is the implementation of Control, and the driving and inhibiting factors in the implementation of Control. By using a theory that is considered relevant and contextual to the situation in the field. This type of research is a qualitative descriptive research. Which is located at the Department of Mergan Market Malang City. Data taken through the interview process, documentation, field observations. Through this data collection process the researcher tried to find the data that became the focus of my research.
Based on the results of the study, the implementation of controlling street vendors in the city of Malang was carried out based on the Regional Regulation of the City of Malang No. 1 of 2000, which regulates the regulation and development of street vendors in the Mergan market itself is to bring order to everything that disturbs public peace and public order, one of which is street vendors. So here, the control of street vendors in the city of Malang goes through a process of stages, namely oral reprimand, making a letter of agreement 2 times and the last action is taking control.
