Abstract

The development program has various impacts, including positive and negative impacts, from the positive impacts it can reduce the burden of spending on the poor and can meet the needs of the poor, then expand the opportunities of the poor to education, health and expansion of business opportunities. On the other hand, there is also a negative impact that creates a sense of social jealousy between people who receive assistance and those who do not receive assistance. Besides that, it is also possible that assistance is not right on target. Therefore, the government is making full efforts to overcome it with various kinds of assistance, including the existence of a family program of hope ( PKH). Where PKH itself is a form of assistance that is directly handled by the Ministry of Social Affairs and fully supervised by government officials until it is distributed to the recipients of the assistance.
The purpose of this study was to analyze and describe the implementation of the family of hope program in Pandanrejo Village, Bumiaji District, Batu City. In this case, this research has a fundamental goal, namely to provide a full understanding of the theories of implementing public policy through program interventions and community participation.
This research method uses descriptive qualitative research methods using techniques in data collection including interviews, observations, and documentation of techniques used in data analysis, namely using data collection techniques, data condensation, data presentation, and drawing conclusions. The research location chosen according to the thesis title is: "IMPLEMENTATION OF THE HARAPAN FAMILY PROGRAM" (Study in Pandanrejo Village, Bumiaji District, Batu City Based on the Regulation of the Indonesian Ministry of Social Affairs No. 1 of 2018 concerning the Family Hope Program).
According to the results of research conducted in Pandanrejo Village, it shows that policies in the implementation of the family of hope program in Pandanrejo Village, Bumiaji District have been going very well, but there are still few obstacles or problems that occur in the implementation of the Family Hope Program (PKH).
