Abstract

The phenomenon that is developing in Ponorogo City at this time is that the community independently installs speed bumps and speed humps, even though these actions are prohibited by the Regency Government. The prohibition is contained in the Ponorogo Regency Regional Regulation Number 5 of 2011 concerning Public Order and Public Peace. This research uses descriptive research method with a qualitative approach. Data collection techniques were carried out by means of observation, documentation and interviews. The data that has been collected is analyzed
qualitatively by comparing the theory of policy evaluation according to Charles O Jones, that policy evaluation must include several activities, namely specification, measurement, analysis and recommendations. Through this research, it can be seen that the purpose of public order and public peace is not achieved because in its implementation the community does not comply with the prohibition. This can be measured by the number of violations by the community in installing speed bumps without notifying the Department of Transportation. The results of the analysis show that the installation of speed bumps by the community is a pragmatic measure to prevent accidents in residential areas, therefore the State must be present to prevent
other violations. Recommendations that can be given by this research are replacing prohibition policies with regulatory policies or installation arrangements, increasing
the installation of traffic signs to neighborhood or residential roads, increasing socialization of traffic order behavior, and improving coordination between relevant agencies.
