Abstract

Teacher Certification Policy is the Government's efforts to improve the quality of education. Efforts to increase the professionalism of teachers includes four basic competencies, namely pedagogic competence, social competence, personal competence and professional competence. That is, there is a behavior change demands of teachers in four such competencies to enhance the quality of learning. But it should be realized that a change in behavior is very dependent on one's perception (teachers) about the purpose and benefits of teachers certification policy.Furthermore, the perception will color the whole implementation process of teacher certification. Based on the foregoing, the problems in this study were: How perceptions and behavioral change of teachers certified in Malang? The aim is to describe and analyse the perceptions and behavior change certified teachers. Research using qualitative methods-descriptive with the techniques of data collection through interviews, observation and documentation of the data source that is certified teachers, principals, students, and the school Committee. His conclusion: Certification of teacher behavior brought about a change in the direction of specialization, differentiation and teacher professionalism in the field of pedagogy, personal, social and professional.
