Abstract

A village officers have broad and complex tasks and responsibilities, that is, on one hand they are expected being able to deliver the services for the society, and to be capable of to process and manage the administrative data of village administration well and in order to be useful as the sources of appropriate and accurate information on the other hand. To be capable of performing such tasks and responsibilities, the village officers are certainly necessary to be supported by the qualified apparatus and the availability of sufficient official facilities. As has been known that one of determinants in building administrative capacity at the level of village administration is bureaucrats' mentality of these administrative officers. It is true because bureaucracy is 'an element of administration and development in the attempt of achieving national goal.
