Now a days,Indonesia's manufacturing sectors have undergone significant progress in terms of its contribution to Gross Domestic Product (GDP). For that reason, according to UNIDO's criterion, Indonesia is classified as a semi-industrial country. In fact, such a progress is not accompanied by the deepening and extension of the structure, resulting in weakening both backward and forward linkage. Moreover, theseconditions show that most manufacturing sectors have their linkage index under the average, so that both horizontal and vertical chains in the production process become relatively short. In order to shift the linkage index in its direction and magnitude, it is necessary to take the following aspect into account such as research and development mastery, managerial aspect and sustainable science and technology mastery.
