Abstract

In responding the changes of government regulation no. 22/1999, public management sector must be anticipating and improving the quality of local human resources in district area. tThe purpose of improving quality means that the local government has antisipated the hesitation of central government dealing with readiness of local government in human resources professionalism. The aims of improving local development could be attempted by cooperation among goverment officers, businessman, professionals, academics, and opinion leaders.
