The purposeof this research is to analyze influence of incentive and motivation to officer performance. This Research population are all officer On Duty Earnings of Area Sub-Province of Serui, Papua amouting to 66 respander. This research is including research explanatory with location in On Duty Earnings of Area Sub-Province of Serui, Papua. As technique analyze data with linear regresion to know correlation between motivation and incentive toward officer labour capacity. Result of research show : (1). Coefficient value of determinant R2 equal to 0,670 or 67,0% meaning there are influence by simultant motivation and incentive to officer labour capacity equal to 67,0%, while Fcalc equal to 24,983 with probability 0,000 and Ftable equal to 3,1531. (2). Value of ttable incentive eual to 4,963 bigger than value of ttable equal to 2,00100 so that tcalc > ttable. (3). Like shown by coefficient value of standardized, incentive variable = 0,404 bigger that motivation variable = 0,353. Is thereby said that by incentive variable have dominant influence to officer labour capacity. Incentive variable (X1) which consist of incentive of non material incentive and material represent dominant variable in influencing officer labour capacity. Result of incentive variable frequency distribution yield its 3,2071 meaning value of incentive in a condition very good that is at range agree and very agree. Besides centering the effort the make-up of officer labour capacity better need to be considered by other variable which do not the inclueded in this research study, like organizational culture, leadership, and communications etc.
