The quality mindset has been adopted by higher education as the demand of the first rate public service quality. The quality is viewed from the customer’s need and it depends on the customers perception about the accepted quality ( technical and functional quality). To achieve the quality in fulfilling the customer’s need, the higher education should implement the quality management well and it needs completion continously and integratedly by caring the strategic steps of quality management in higher education the performance of higher education is seemed from the quality of teaching and education, social service, and research. Furthermore, the strategy of increasing quality at polytechnic is based on internal and external needs analysis by increasing teaching staff’s professionalism, administrative staff’s professionalism , improving the wholy management organization, producing the output who has work ethic in science and technology and increasing cooperation with other institution wether in domestic or abroad.
