Abstract

The role of human on the environment possesses reciprocal relationship, for the people being not only able to change the environment, but it is adversely also able to give effect on them. Developmental activities therefore have to be conducted continuously by giving concern on the establishment of clean environment and getting rid of pollution. In attempt to handle with the problems of cleanliness, the local government has conducted any efforts of handling with the waste in attempting to make the condition of clean, beautiful and healty environment. In this case, the local government of Kabupaten Malang is facing with sufficiently difficult task and requiring the appropriate way to overcome it. Thus it is necessary for the government of Kabupaten Malang to pass on the local regulation in accomplishing this problem.
