Abstract

The Objective of this study is to understand the implementation of the dual positions possessed by head of the village in carrying out their roles in making decisions, in interacting with society of village to motivate their participation in the development program. This study is also to find out the participation of society in the process of development. In addition, this study aims at describing the phenomena of development and also the condition of the village and its society. Research analysis used is qualitative approach. The propositions have been found as follows: (1) if the actor position shows the domination on paradigmatic level, the actor behavior tends to be in a subjective norm. but if the actor position is in balance between paradigmatic level and syntagmatic level, the actor behavior tends o be in a subjective norm; (2) if the actor roles reveal a strongly orientation to paradigmatic level network and has effective loyalty resource, the actor tends to take a risk and faces problems that arises in the society; (3) people of middle class status within higher society partially participate more eastly and not much involved in decision making process; (4) if the actor has a social back ground in community lower than other community, then the actor tends to be less interaction with communities who have a highter social background and the actor tends to leave social activities on community who have highter social background; (5) interaction between two communities in a village is much determined by the actor of new settlers in the community; (6)if problem occurs in structure, women of the village tend to participate more in the activities which are programmed, without concern for the problem faced by the actor. While men of the village tend to be more critical and aware of the problems surrounding the actor. One of the efforts to over come various excesses of development the village be guided by encouraging the participation of all groups within the village. The actor role is to guide and encourage the participation of all groups in decision making as well as to carry out his role as the government representative which refers to concept of humanistic, democratic, and participative management system.
