Abstract
The development of globalization encourages the movement of capital and investment flows to various parts of the world, there is also the migration of the population or the movement of labor between countries. The movement of labor takes place because investments made in other countries generally require direct supervision by owners / investors. In line with that, in order to maintain business continuity and investment. To avoid excessive use of foreign labor, the Government must carefully determine the policies to be taken to maintain a balance between foreign workers (foreign capital) with domestic workforce. In this study the authors used literature study. Literature study is to find reference theory relefan with cases or problems found. Experts who are imported from abroad by government or private companies should be truly skilled experts so as to be able to petrify the process of economic and technological development in Indonesia. Therefore, the transfer of technology to the TKI both in the managerial and professional way must be under strict supervision by certifying the experts. The placement of foreign workers may be made after the submission of a foreign employment plan (RPTKA) is approved by the Ministry of Manpower and Transmigration by issuing a permit for the use of foreign workers.
