Abstract

The problem of improving the quality of education in Indonesia, is a very complex and important issue in accordance with the contents of RI law. 20 Year 2003 which reads "The national education system should ensure equal distribution of education, quality improvement and revelency and efficiency of education management to face challenges in accordance with the demands of local, national and global change". From the citation of the Law of RI No 20 of 2003 it is clear that education in Indonesia should be able to bring change and for children, so that they are able to face the changes and competition both locally, nationally and globally.
Problems in this study are formulated as follows: How efforts to improve the quality of graduates through the guidance of the development of learning evaluation system for teachers in the State Elementary School Penanggungan Malang Year 2012/2013 Year ?. While the purpose of this research is: to know and describe the improvement of the quality of graduates through the guidance of the development of learning evaluation system for teachers in the State Elementary School Penanggungan Malang Year 2012/2013.
The design used in this research is descriptional research design. The steps taken by the researcher are as follows: (1) Identification of problem to be lifted (2) Creating conceptual framework for research problem (3) Making specification of research problem formulated into goal and scope of research (4) Selecting research procedure As well as sampling techniques used.
From the results of data analysis can be concluded that: There are improvements in the quality of graduates through the guidance of the development of learning evaluation system for teachers in the State Elementary School Penanggungan Malang Year 2012/2013.
