Abstract

Adonara administratively a part of the East Flores district currently is pursuing a process of expansion into new districts. As with other regions , the expansion process is also strong Adonara district by the dominance and hegemony of the actors / local elite. Strong dominance and hegemony makes a lot of people judge if the country redistricting process Adonara very elitist. Very strong dominance and hegemony reflected in the formation of F-PARK organization as a driver of organizational expansion and development processes aspirations beyond the reach of the general public. No steps were taken prior deliberation by the elite before forming and submit to the public aspirations. Process of socialization and networking support more done when all files have been submitted to the government and parliament district parent. As a result of the existence of these problems cause up to now there are still people who refuse division Adonara district.
