Abstract

The complexity of the Malang city societi problems related to social prosperity affected the formation of Society Prosperity Unit. Society Prosperity Unit is required to rapidly adjust themselvs even though they have not received the decree of Malang mayor number 44 year 2008 about the description of main tasks, functions and secreatrial administration of the city up till now. Based on the results of study conducted before, there are some dominant points: 1) the tupoxy formulation in the mayor decree, is multi inter-pretative, hence it can cause overlapping with the other decree, in the practical level, the Society Prosperity Unit server as supporting staff organization organicing the Society Prosperity Unit in Â“PreventiveÂ” stage and rehab/social aid. 2) the low education of Society Prosperity Unit Society Prosperity Unit staffs has an effect on the quality of planning, which as less than good, and the inproper targets on the planning. 3) the existance of coordiation and communication problems with the external party, such as the assumtion that Society Prosperity Unit is still under the Social Unit due to lack of socialization and the pilling up of task load in team of praying site permitance in Society Prosperity Unit.
