Abstract

Interviewing informants resulted in activities which need a big partnership packet funding (APBN, regency, and community self-support) was to develop environmental physical facilities instead of productive organizational, social and economical business activities, and the concept of community based development in Urban Autonomous PNPM, i.e. active participation and community empowerment which is oriented in poor, gender, and other vulnarable societies which focused on the approach of community self-support groups (KSM). Difficculties and supporting factors influenced the implementation of the policy (e.g. organizational, physical, social, and productive economic activities.
