The result showed that the implementation was working quite smoothy. Associated with the goal achievements, the implementation was considered optimum. It was seen from the optimum improvement of the administrational, development, and control implementations, as well as of social organization in planning, implementing and controling the development. Several factors influencing the implementations of contributions in Kelewae village were communications, resources, implementer attitude, structure of bureaucracy, environtment, and policyÂ’s size and goals. Factors supporting the factors above were : socialization, informational fluency, consistency of policy, implementer team, BPD and LPMD authority, and vonvormity between implementation and policy. In the other hand, the sicouraging factors were: non direct socialization lacking human resources, less support from other incomes lacking implementerÂ’s responses, non work sharing in the team, the ineffective role of LPMD, and off target. Based on those supporting as well as discouraging factors aforomentioned, is suggested to use strategies such as (1) a wide socialization, (2) training and education program to improve the implementerÂ’s knowledge, and also thee use of computer application system, and (3) LPMD position, tasks, and function.
