his study aims to find out how or extent to which the Role of Malang City Departement of Transportation as the Executing Agency Responsibilities Using Complete and safety belt and know the force factor and obstacle in the implementation. The benefits in this research is to develop a theiry about public policy, as initial information for further research in theoretical studies, as input for the Departement of Transportation City of Malang and stakeholders in the implementation of this policy in the city of Malang. This research uses descriptive method with qualitative approach, namely the way describe expound on the Role of Malang City Departement of Transportation in the implementation of the obligation and Using Complete Safety Belt. Research was conducted in the city of Malang, while the population is Malang City Departement of Transportation and Transport City of microbus, and become part sample Administration, field transportation, Section of Management and Engineering Traffic and Transportation City 5 drivers are taken randomly. This tudy shows that with the introduction of Kepmen No.KM 85 in 2002, most venicle-a venicle that is in the city of Malang is equipped with a safety belt, unless the city or microbus transportation only on the seat driver onli equipped with the mandatory safety belt. This is not separated from executing the Departement liaison to the city of Malang action socialization. However, the Departement of Malang City has not been fully succesful it can be said. This one is quite visible from many of the city transportation director or microbus that does not use the safety belt when riding in the steer and kendaraannya complete with a safety belt in accordance with the standards. The exitence of a heterogeneus nature of the community members who are the target group of this policy, the Departement of Malang City decided to implement this policy gradually in the city of Malang. Still a lack of awareness of the benefits of safety belt, is the biggest obstacle factors perceived by the Departement of Transportation in the city of Malang in implementing this policy.
