Abstract

The Panderman forest farmer group is a form of implementing empowerment programs in the community. In implementing this empowerment program, they face challenges, namely water shortages which cause farmers to be unable to plant in the dry season. Apart from water difficulties, farmers also experience various problems, including marketing processes that are still independent and selling raw, inadequate facilities and infrastructure, limited capital, low farmer participation and low levels of farmer human resources.
The aim of this research is to find out and analyze the challenges of implementing the Panderman Forest farmer group empowerment program as an educational conservation model area and to find out and analyze the supporting and inhibiting factors in implementing the Panderman Forest farmer group empowerment program as an educational conservation model area. This research method uses qualitative research methods with data collection techniques through interviews, observation and documentation. The location of this research is Oro-Oro Ombo Village, Batu District, Batu City.
The results of this research indicate that the implementation of the Panderman Forest Farmer Group Empowerment Program as an educational conservation model area based on Minister of Environment and Forestry Regulation Number 89 of 2018 concerning Guidelines for Forest Farmer Groups has been implemented by carrying out learning to the community as an effort to improve farmer human resources, in collaboration with environmental and forestry services, agricultural extension services, and the Oro-Oro Ombo village government. Productive business development has not been implemented by farmers where agricultural products are directly sold raw by farmers independently to middlemen. Efforts have been made to increase awareness of forest sustainability. The problems faced are the limited skills of farmers, inadequate facilities and infrastructure so that farmers are not able to process agricultural products before selling them.
