Abstract

Community empowerment is a developmental process that encourages the community to take the initiative to start social activities in improving their own situation and conditions. Community empowerment can only occur if the community itself also participates. So, essentially, the key words of empowerment include: developmental process, community initiative, improving one's own situation and conditions. This research aims to describe: 1) The Role of Village Government in Community Empowerment, 2) Factors Inhibiting and Supporting the Role of Village Government in Community Empowerment. The research method used in this study is descriptive research with a qualitative approach. Descriptive qualitative approach is research that depicts a situation or a condition. Thus, the researcher intends to try to explain and find out how the role of government in community empowerment through the tourism village in Podokoyo Tourism Village. The research focus uses the theory of Ife and Tesoriero (2005) in Susanti (2015): The village government as animator, mediator, facilitator, and organizer. Supporting and Inhibiting Factors both External and Internal. Data sources used in this research are divided into two: 1) primary data sources and 2) secondary data sources. This research is qualitative research. The subjects of this research are the Podokoyo Village Government, Pokdarwis "Pesona Tengger", and the Community. Data collection techniques were conducted through interviews, observation, and documentation. The research location was in Podokoyo Tourism Village, Tosari District, Pasuruan Regency. The research results indicate the role of the Podokoyo Village government as an Animator, Mediator, Supporter, Facilitator, and Organizer. There are several supporting factors such as Community Participation, Strategic Location, accommodation, and Security System. Meanwhile, the inhibiting factors are low Human Resources, low community awareness, and Competitiveness. The suggestion given is the need for further assessment of the inhibiting factors and other challenges from different perspectives, and it is also expected that the Village Government can prioritize solving problems on the challenges and inhibiting factors that have been found.
