Abstract

Stunting is one of the goals of the Sustainable Development Goals (SDGs) program in an effort to eliminate a world without hunger (zero hunger), which refers to the prevalence of malnutrition in children and adolescents. Stunting is one of the national priority issues that has been determined in the RPJMN 2020– 2024, which has a target of reducing the prevalence of stunting to 14% by 2024. Stunting itself is a condition where children or toddlers experience growth and development failure due to the absence of nutritional intake from 0 (zero) to 1000 (one thousand) days of life. This condition makes their body posture lower than that of other children their age. The purpose of this research is to examine the extent to which the implementation of the stunting handling program in Malang City is in line with Presidential Regulation Number 72 of 2021 concerning the acceleration of stunting reduction. The method that researchers use is descriptive qualitative which is associated with implementation analysis, according to Van Meter and Van Horn. This research was conducted in four agencies, namely the Health, Social, Food Security and Education Offices by interviewing one person at each agency to find out what programs the Malang City government is promoting in overcoming this prevalence. The results of this study indicate that the implementation of stunting handling in Malang City has been going well, this is evidenced by a decrease in the stunting prevalence rate in 2023, which is 8.9%. However, there are still several obstacles that make the process of handling this prevalence less than optimal, such as the lack of human resources in each agency devoted to handling stunting problems, the lack of public interest in coming to the posyandu because the activities there are only monotonous, making it difficult for some field officers to record children who are stunted.
