Abstract

Population growth accompanied by a high number of workers is one of the government's main problems in overcoming unemployment. Where the problem of unemployment is a problem that is closely related to high population growth and the lack of employment opportunities. To reduce the number of unemployed and problems in competition for jobs within the country, motivation has emerged to work abroad. So this is the background to the high number of foreign workers. The high number of Indonesian workers in every region in Indonesia is the background to the emergence of a program which aims to empower the Indonesian migrant worker community, where the program is known as the Desmigrative program. Where this program is used as an empowerment and protection program for the migrant worker community, one of the empowerment activities in the Desmigrative program is women's empowerment through the pillar of productive business growth. Where this empowerment is aimed at former migrant workers and families of migrant workers by providing training and assistance related to the growth and development of productive businesses. Apart from having the aim of empowering, these empowerment activities also have the aim of preventing former migrant workers from returning to become foreign workers. So based on the program that has been implemented through the Desmigrative program, it is used as a forum for empowering migrant worker communities in Indonesia, one of which is Arjowilangun Village which is one of the productive migrant villages in Malang Regency.
The aim of this research is to evaluate productive business development activities in productive migrant villages, one of which is the Arjowilangun Village research location. The aim of conducting this research is to see the extent of the success of the productive migrant village program in Malang Regency, one of which is in the 2017 productive migrant village pilot project, namely Arjowilangun Village, Kalipare District. The research method used is qualitative with a descriptive approach with data analysis techniques based on the results of interviews from Desmigrative Officers, Village Heads and former migrant workers. Apart from that, data collection apart from interview techniques also used the technique of distributing questionnaires to former migrant workers who had taken part in training on the pillars of productive business growth. This research was located in Arjowilangun Village, Kalipare District, Malang Regency, with the urgency that Kalipare District is the second district with the highest number of migrant workers in Malang Regency, so the researchers chose Arjowilangun Village as the research location.
The results of this research explain the evaluation of women's empowerment through the productive migrant village program based on Minister of Manpower Regulation Number 2 of 2019. Where the discussion in this research is related to the evaluation of the pillars of productive business growth and development related to indicators of effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. Apart from that, evaluation in the pillar of productive business growth and development is related to Minister of Manpower Regulation Number 2 of 2019. So that each indicator in the evaluation activity is related to assessing the success of the objectives stated in Minister of Manpower Regulation Number 2 of 2019.
