Abstract

This thesis was written by Frizky Annisa Delfianis, with Student Identification Number (NIM) 19031000114, Public Administration Study Program, Faculty of Social and Political Sciences, Merdeka University Malang. Under the guidance of Budhy Prianto as supervisor I and Catur Wahyudi as Supervisor II. This thesis discusses "Implementation of the Health Insurance Program for the Underprivileged (Study in Tirtomoyo Village, Kec. Pakis, Kab. Malang Based on Presidential Regulation No. 82 of 2018 concerning Health Insurance)". The Healthy Indonesia Card (KIS) is a program that has the function of providing health services to the public, especially to those who cannot afford it so they can get health services for free. The KIS function as referred to earlier can be used directly by users in every first level and final level health facility. By using this KIS card, people can get free health services at primary and secondary level health facilities, according to the conditions of the disease suffered by KIS recipients. The purpose of this research is to describe how the implementation of the health insurance program for the underprivileged in the village of Tirtomoyo, Kec.Pakis, Kab.Malang, and to explain what are the inhibiting factors and supporting factors for the implementation of the health insurance program in the village of Tirtomoyo, Kec. .Pakis, Kab. Malang. This research uses a descriptive qualitative research method. The research focus is on the distribution of KIS as well as supporting and inhibiting factors for the implementation of the JKN-KIS program. With data collection techniques obtained by observation, interviews and documentation. The results of this study indicate that the distribution of KIS in Tirtomoyo Village is still uneven, because there are still many poor people who have not received KIS, then the inhibiting factors for the implementation of the JKN-KIS program are due to inaccurate data collection and lack of outreach to the community, then the supporting factors are the human resources who are implementing agents for the JKN-KIS program policies have carried out their respective duties and functions properly and in conveying information regarding the application for making KIS at the village office has also been conveyed quite clearly.
