Abstract

Thesis entitled The Role of the Environmental Service in Waste Handling in Pasuruan Regency (Study of Policy Implementation based on Regional Regulationof Pasuruan Regency No. 3 of 2010 concerning Waste Management) written by Firdausi Nuzula, NIM 19031000004, Public Administration, Faculty of Social and Political Sciences, Merdeka University Poor. Supervisor I Dr. Praptining Sukowati,SH., M.Si and supervisor II Maj. Gen. TNI (Purn) Drs. Wibisono P.M.Si.M.Sc. The amount of waste generated by the community can bring problems indonesia. The increasing amount of waste comes from increasing population and changes in people's lifestyles which will have a negative impact both now and in the future. Therefore proper waste management will have a good impact on the environment. From the observations of researchers, Pasuruan Regency itself is still far from good in terms of waste management which can be judged by the amount of waste that is not transported according to a predetermined schedule and there arestill many people who litter. This study aims to identify and analyze the role of the Pasuruan Regency Environmental Service (DLH) in waste management. This study uses a qualitative approach with data collection techniques through in-depth interviews with informants from Miles and Huberman. The role of the environmental service in waste management in Pasuruan Regency includes 5 (five) processes, namely waste segregation, waste collection, waste processing, waste transportation and waste processing. From the results of the research, it was found that the role of the Environmental Service is good enough to carry out its duties because its own role starts with the waste transportation process because the waste that has been processed is not the authority of the village/kelurahan. Supervision by the Environmental Service is carried out by Field Facilitators to conduct guidance and outreach to each village in order to foster the community to know the importance of sorting and processing waste. The regulations implemented by DLH are Pasuruan Regency Regional Regulation number 3 of 2010 concerning waste management; Regulation of the Regent of Pasuruan number 24 of 2015 concerning instructions for implementing regional regulations of Pasuruan regency Number 3 of 2010 concerning Waste Management in Pasuruan Regency; Pasuruan Regent Regulation Number 22 of 2016 concerning Amendments to Pasuruan Regent Regulation Number 24 of 2015 concerning Guidelines for the Implementation Number 3 of 2010 concerning Waste Management in Pasuruan Regency; Pasuruan Regent Regulation Number 40 of2018 Concerning Pasuruan District Policies and Strategies in Managing Household Waste and Household-like Waste. Pasuruan Regent Regulation Number53 of 2021 Concerning Position, Organizational Structure, Duties and Functions and Work Procedures of the Pasuruan Regency Environmental Service.
