Abstract

Erica Catherina (19031000134) was supervised by Supervisor I, namely Dr. Praptining Sukowati, M.Sc. and Supervisor II, namely Major General TNI (Purn) Drs. Wibisono P. M.Sc.M.Si. Completed this thesis with the title "Banjir Bandang Disaster Management (Study of Policy Implementation Based on PERDA Kota Malang Number 1 of 2017 concerning Implementation of Flash floods Disaster Management)". Flash flood disaster is the runoff of water out of the river channel because the river discharge that has enlarged suddenly exceeds the flow capacity. The runoff occurs rapidly in low-lying areas, in the valleys of rivers and basins The Malang City Regional Planning Agency is the main actor in managing existing disasters, with this natural event the government has made several efforts to deal with flash floods, such as pre-disaster, emergency response and post-disaster handling mechanisms listed in PERDA but in the field there are still some problems such as coordination between agencies often clashes, volunteers/HR who are not yet competent and have not been regulated regarding reporting of receipt and utilization of aid sources This study aims to lessen the effects of the flash flood catastrophe, this study intends to identify, describe, and assess the Banjir Bandang Disaster Management in the City of Malan. This study employs qualitative research approaches, including observation, documentation, and data gathering procedures. Data gathering methods, data condensing, data presenting, and conclusion-drawing are the approaches utilized in data analysis. The Regional Management Agency (BPBD) of Malang City was the site of the research. The findings of this study show that BPBD Malang City's disaster management efforts have been successful in reducing the impact of disasters has not been carried out optimally due to several obstacles such as a lack of qualified volunteers, lack of budget availability and a coordination system that is not yet one door.
