Abstract
Elisabeth Juita Dhae (19031000127) was supervised by Supervisor I namely Dr. Hj. Sri Hartini Jatmikowati, M.Sc and Advisor II namely Dr. Praptining Sukowati, M.Sc. Completed this thesis with the title "Family Hope Program (PKH) in Improving Community Welfare (Study of Policy Implementation Based on Minister of Social Affairs Regulation No. 1 of 2018 concerning the Family Hope Program in Dalisodo Village, Wagir District, Malang Regency)". The Family Hope Program (PKH) is a conditional social assistance program for poor families. There are 3 components in the Family Hope Program (PKH), namely the health component, the education component, and the social welfare component. The Family Hope Program (PKH) is managed by district/city coordinators, assistant assistants and PKH assistants. Each manager has a role, task and function in ensuring the success of PKH. PKH Facilitators at the sub-district level have an important role in the implementation and success of PKH, in addition to facilitating the task of socializing, supervising and assisting beneficiaries (KPM) in fulfilling their commitments. However, in the implementation of the Family Hope Program (PKH) there are still problems including many people who do not know the purpose of PKH, PKH beneficiaries who are still difficult to empower due to delays in science and technology, and the lack of understanding of the community in managing PKH aid money, and low understanding of the community in changing and improving the ability and economic conditions. This study aims to describe and analyze the Family Hope Program (PKH) in improving people's welfare. This research is expected to be able to add insight and knowledge, especially in the field of non-formal education about the Family Hope Program (PKH) in improving people's welfare. This research uses qualitative research methods with data collection techniques, observation and documentation. The technique used in data analysis is using data collection techniques, data condensation, data presentation, and drawing conclusions. The chosen research location was Dalisodo Village, Wagir District, Malang Regency. The results of this study indicate that the Family Hope Program (PKH) in Improving Community Welfare in Dalisodo Village, Wagir District, Malang Regency, has been implemented and is running well. In its implementation, the indicators have met the right target, the right amount, the right use, and the right time which greatly influenced the success of the Family Hope Program (PKH) in Dalisodo Village, Wagir District, Malang Regency. However, this program cannot be said to be evenly distributed because there are still many poor people who have not been able to benefit from the Family Hope Program. This is due to the government's limited quota for the Family Hope Program for Dalisodo Village, Wagir District, Malang Regency. In the process of assistance in improving welfare through PKH which includes a Group Meeting program, and Family Capacity Building Meetings (P2K2).
