Abstract

Complete Systematic Land Registration (PTSL) is the process ofregistering land for the first time, which is carried out simultaneously and includesall objects of land registration that have not been registered in a village orkelurahan. Through this program, the government guarantees legal certainty orrights to land owned by the community. Through the Complete Systematic LandRegistration program which is being promoted by the Ministry of AgrarianAffairs and Spatial Planning / National Land Agency, it is hoped that it canencourage the movement and economic progress of the lower class becausecertificates obtained by the community can become valuable items. The researchproblem in this research is how to carry out a complete systematic landregistration in Kucur Village, Dau District, Malang Regency based on MinisterialRegulation Number 6 of 2018.This research was conducted with the aim of describing theimplementation of a complete systematic land registration in Kucur Village, DauDistrict, Malang Regency Based on Regulations Minister Number 6 of 2018. Theuse of this research is as a contribution of thought and knowledge development inthe Public Administration study program, for Kucur Village, Dau District, MalangRegency, as a contribution of thought in optimizing the implementation ofcomplete systematic land registration, and for the community, this research isexpected to provide an understanding. regarding the implementation of completesystematic land registration.The research method used in this study is qualitative research method withresearch procedure that produces descriptive data in the form of written or oralwords from people and observed behaviors. The data collection techniques used inthis study are interviews, observations, and documentation. The location of theresearch that researchers took is in BPN Malang regency where BPN as asupporting factor in the implementation of the PTSL program in Kucur Villageand the second research location is in Kucur Village, Dau District, MalangRegency. Kucur village is the most active village in participating in PTSLprogram in Malang Regency.Based on the results of research in BPN Malang and Kucur villageobtained the results that the procedure of implementation of Complete SystematicLand Registration (PTSL) is planning, location determination, preparation,establishment and determination of ptsl adjudication committee and task force,counseling, physical data collection and juridical data collection, juridical dataresearch for proof of rights, announcement of physical data and juridical data aswell as ratification, affirmation of conversion of rights recognition and grantingrights , bookkeeping rights, issuance of land rights certificate, documenting andsubmission of the results of activities, reporting.In this study, the implementation of Complete Systematic LandRegistration (PTSL) in BPN Malang and Kucur Villages is in accordance with theprocedures set out in Ministerial Regulation No. 6 of 2018 concerning completesystematic land registration.
