Abstract
The bureaucratic reform of government is a reasonable step towards evaluating and improving the performance of government agencies. Two important aspects of bureaucratic reform are the rearrangement of organizational structures and a change in bureaucracy thinking to give priority to publik interests rather than private interests. The reform is based on the Ministry of National Development Regulation No. 17 of 2021 on the equalization of the Department of Administration into the Functional Department. The Probolinggo district government implemented the policy with the Regulation No. 14 of 2022 on the Organization of Tasks and Functions and the Working Sistem of the District. The study aims to analyze the implementation of the policy of the functional department in the Ministry of Education and Culture of Probolinggo district and to analyse the faktors that influence the policy. The research method applied is qualitative descriptive method. The theory used in this research is the policy implementation theory proposed by George C. Edwards III,
which covers indicators of communication, resources, disposal, and bureaucratic structure. Data collected through interviews, observations, and documentation. The results of the research showed that the assignment of the Department of Education and Culture of Probolinggo District was carried out in accordance with the regulations in force, and supported by clear and consistent communication, in addition to the availability of competent human resources in the field of employment. However, there are also impediments that have caused some of the ASNs not to ascend due to the inadequate transmission of communications and the lack of a clear SOP regarding the
departure of the post as well as a lack of commitment of these officers to their new duties. The recommendation to the Ministry of Education and Culture is a more comprehensive strategy in the management and development of human resources in the governance environment to ensure better efficiency and efficiency of bureaucracy.
