Abstract

Covid-19 is a dangerous contagious disease and can cause death. The covid- 19 pandemic has spread to various countries, one of which is Indonesia. At the beginning of March 2020, the first case of Covid-19 was confirmed, which then until the end of September 2020 there was an increase in positive cases of Covid-19, which increased significantly to 278,722 people. For the city of Malang itself, the number of positive sufferers of Covid-19 has increased until the end of September 2020 the number of positive Covid-19 people is 1,770 people. Based on these problems, various strategies for handling Covid-19 are needed. One of them is by making policies. Malang Mayor Regulation Number 19 of 2020 concerning Guidelines for the Implementation of a Productive and Safe Society for Corona Virus Disease 2019 contains the role of the community in participating in fighting Covid-19. Based on this regulation, residents can participate in handling Covid-19 at the village level with tough village communities. The purpose of this study was to determine the strategy for handling Covid-19 in the community of Kampung Tangguh RW 02 Pisang Candi Village and to determine the driving and inhibiting factors in handling Covid-19 in the community of Kampung Tangguh RW 02, Pisang Candi Village. The usefulness of this research is expected to be able to add to the literature and sources of information in the State Administration study program, Faculty of Social and Political Sciences, University of Merdeka Malang and so that the community can implement community-based Covid- 19 handling by utilizing community participation and for the government to become a local community strengthening. This type of research uses descriptive qualitative research located in the tough village RW 02 Pisang Candi Village, Sukun District, Malang City. Resilient villages have 7 tough criteria, namely resilient human resources, resilient health, resilient food, resilient information, resilient psychology, toughness culture, toughness of order and security. Based on the results of the study, the 7 resilience at RW 02 has worked well according to the existing power in RW 02. It's just that in some resilience it still has some shortcomings, namely in health resilience there is still no village midwife so there is no health worker according to their expertise, In information resilience, the delivery of information only utilizes online media, namely Whatsapp groups and through recitation or when there are meetings, in psychological toughness there is still no psychologist, in food resilience, data collection on old vulnerable people so that food delivery is slow, safeguards for public safety and order are only carried out intensively when PSBB is currently guarding it will be carried out if in a state of urgency. Human resources in a resilient village can fulfill every function, and cultural resilience, namely tolerance, help, reminders, and sharing is increasing in RW 02, especially during the PSBB. In addition, there are still people who are not disciplined, such as not implementing health protocols and crowds and violating curfew limits. But this does not become a failure in the RW 02 tough village. But it needs attention to some of the shortcomings that exist by using stakeholders as a supporting factor, so that the resilience of RW 02 can be increased.
