Abstract
Asti Kolastika Sella Taimenas, NIM 19031000046, Department of Public Administration, Faculty of Social and Political Sciences, Merdeka University Malang. Supervisor I Dr. Hj. Sri Hartini Djatmikowati. M.Si and Supervisor II Dr. Yustina Ndung. S.Pd. M.Si as Supervisor II. Certificate of Disadvantage Service (SKTM) in Pisang Candi Village, Sukun District, Malang City. Public services are very important because they are always in contact with many people who have a variety of interests and goals. The village administration is certainly inseparable from service activities, because service is the main thing that must be carried out by officials/employees to the community. The Kelurahan as a public service center is expected to be able to provide excellent service to residents or the community who take care of all their population administration needs, as is the case with the Pisang Candi Kelurahan. One of the services provided is the preparation of a Certificate of Inadequacy (SKTM) for poor families to obtain convenience in their lives both in the social, health, economic and educational fields. However, public complaints are often encountered regarding the decline in professionalism in the framework of public services in almost all government sectors which is marked by a decrease in the quality of public services. As for some of the problems that make people feel dissatisfied in receiving services in the Pisang Candi Village, they are as follows: first the behavior of the officers who are not friendly and the service procedures are not good in providing services to the community in managing population administration, secondly the lack of mastery of the apparatus in operating computers so that making these letters slower, and thirdly the lack of communication between employees so that there is no cooperation between one employee and another. So the problem raised in this study is how the SKTM service is in the Pisang Candi Village. The method used in this research is qualitative research using a descriptive approach. So that in this study the author intends to explain or describe through words and analyze it regarding how the service of Certificate of Disability (SKTM) in Pisang Candi Village. The results of this study are: in general, the procedure for making a Certificate of Disadvantage (SKTM) does not burden residents or the community because it is considered easy and practical. Even for the completion time, it doesn't take long, just one working day can be completed, except that the files that residents or the community have prepared are incomplete, the mcommunity doesn't ask for blanks from the RT/RW, and also usually because the lurah is not there which makes the process long. . The facilities and infrastructure in the Pisang Candi Village have also been very supportive and of course the community is very satisfied with the complete facilities. The employee who is placed in the SKTM section already meets the existing service standards, but again considering that he has entered his retirement period, there are definitely deficiencies.
