Abstract
The occurrence of the Covid-19 Pandemic made people's welfare not be created properly in accordance with the goals of the Indonesian state, so that finally the government issued a policy to help people during a pandemic, namely the Village Fund Direct Cash Assistance (BLT-DD) program which is expected to help the economy and provide welfare. in affected communities. However, the existence of this program also raises new problems such as beneficiaries who do not meet the criteria and the lack of public awareness about the existence of the BLT-DD program. The purpose of this study was to find out how effectively this program was implemented in Klalingan Village, Klego District, Boyolali Regency and what were the supporting and inhibiting factors in the process of direct village cash assistance. In this research, the writer uses a qualitative method with a descriptive approach. The types of data used are primary and secondary data. Data analysis techniques in this research went through several stages from Miles, Huberman and Saldana such as data collection, data condensation, data presentation and data verification. Data collection techniques through interviews, direct observation and documentation. This research was conducted in Klego Village, Klego District, Boyolali Regency, Central Java. The results of the research show that in the process of running the BLT-DD it has been going well in accordance with the flow of the mechanism can be seen at each stage as follows: 1) Formation of a team of village volunteers against covid according to Permendes number 6 of 2020, 2) Duties and roles of village volunteers as well carried out well in which each member is carried out in cooperation and coordination with each other, 3) The data collection process at this stage is running well, it can be seen if the data collection is carried out in a structured manner starting from the smallest scope, namely RT, 4) Determination of prospective recipients is carried out to verify and finalize the data of the participants. Program beneficiaries in their implementation run very well in accordance with the set criteria 5) Distribution of funds, this is the most important stage where recipients will receive funds of IDR 600,000 for the first 3 months and IDR 300,000 for the next month 6) Reporting is the final stage where data recap will be carried out which will later be a It will be reported by the camat to the regent that the program has been implemented. As for the supporting factors in the direct village fund cash assistance program such as a team that coordinates and cooperates with each other, the community is cooperative and obeys the rules when there is notification of new criteria for mandatory vaccines, friendly and good service provided by sub- districts and villages in channeling funds, In addition to the supporting factors, there are also inhibiting factors in the process of direct village cash assistance, such as lack of transparency to the community, no socialization by the local government or village volunteers regarding this program so that people are confused and don't know, lack of awareness and public knowledge about the existence of assistance programs provided by the government in helping people during the co-19 pandemic. Based on the results of the analysis and conclusions, the authors make the following suggestions: The regional or sub-district government conducts outreach related to the existence of the BLT-DD program, local governments and village volunteers in carrying out the program to make it more transparent.
