Abstract

MSME empowerment is one of the strategies carried out by the government in maximizing the beconomy in Indonesia. During the Jokowi administration, various laws were issued which were expected to be able to overcome economic problems in Indonesia, such as Law No. 11 of 2020 concerning Job Creation which regulates work creation efforts which are expected to be able to absorb the widest possible Indonesian workforce amid competition which are increasingly competitive and the demands of economic globalization which aim to create and increase employment by providing convenience, protection and empowerment of cooperatives and SMEs as well as national industry and trade as an effort to be able to absorb the widest possible workforce while still paying attention to balance and progress between regions in the national economic unit. Several types of MSMEs exist in Indonesia, and are very influential on the Indonesian economy, one of which is Culinary MSMEs. in Kalisongo village there are 24 micro-type culinary businesses and there are no small businesses yet and in 2022 there will be an increase where from 24 culinary businesses, there are 10 culinary businesses that are included in small businesses, and until 2022 there are no culinary businesses that are included in class businesses medium. this is due to the low quality of MSME human resources, and the less than optimal development of MSMEs in Kalisongo Village. This should be a driving force for the Kalisongo Village government in maximizing MSME empowerment to achieve people's economic welfare and independence. Culinary MSMEs in Kalisongo Village? The type of research used in this study is a qualitative research type with data obtained in the form of information such as the role of the village government in empowering MSMEs. There are three research focuses, namely Empowering MSMEs by the Kalisongo Village Government, Culinary MSME development strategies in Kalisongo Village, and The role of the Village Government based on Law No. 11 of 2020 with The type of data used is primary data and secondary data and uses interviews, observation and documentation as data collection techniques and data analysis used in this study is descriptive in nature, namely describing the data collected in the form of words and pictures and not numbers and informants ... so that it is known that the empowerment and strategy and role carried out by the Kalisongo village government in empowering culinary MSMEs have not been fully maximized, because there are still many obstacles faced by the community for MSME actors in particular. The role of the village government based on Law Number 11 of 2020 concerning work creation has also not been fully realized. The Village Government has not fully implemented its role as stated in article 96 page 496 which reads "The Central Government and Regional Governments Have the Authority to provide Assistance and Assistance Services Law for Micro and Small Enterprises
